INTRODUCING LGPMS Version 3
From Self –Assessment Tool to Oversight Performance Tool

Local Governance Performance Management System (LGPMS) is the longest surviving assessment tool the Department of the Interior and Local Government is implementing to assess the performance of the LGUs. With its Data Capture Form as a way of gathering information, it started from various tools with different names and eventually evolved into its present name, the LGPMS.

From its early beginnings, the point scores are manually computed and interpreted. Following its evolution, LGPMS V2 was born introducing a web-based computation of point scores so as to avoid manipulation of results. Then again, the advent of new technology goes with the LGPMS trend, advancing the web-based computation with an add-on which is the web-based interpretation of results.

For the year 2013, LGPMS introduced another breakthrough which is LGPMS V3. It is linked with the Gawad Pamanang Lahi Award, the so-called mother of all awards, of which main criteria covering 80 points of its 100 point perfect score, is derived from the LGPS Overall Performance Index.

The new version will focus on additional features such as the need to create an agro-industry by the LGU’s agriculture sector. This aims to produce agricultural products that will generate income and business. It also encourages deeper LGU partnership with Civil Society Organizations.  Included in the new version is the strengthening of health services to the citizenry such that per capita cost for health must be identifiable at the LGU level. Transparency is another focus, bringing the Website to the people as a means for the citizenry to know the activities of the government. Infrastructure support will also be part of the new LGPMS version.

Add to these, the sub-systems called the Scorecard on Health and the Local Tourism Statistics will likewise remain to be in place and will serve as a tool to gather data for health and tourism programs.

Though different versions evolved, this tool is just the same– a diagnostic tool to assess the LGU’s weaknesses and strengths. The difference somehow lies on the process it is being conducted because from a self-assessment tool, it will be transformed into an Oversight Performance Tool. The assessment t is no longer done by the LGU functionaries but by the DILG field men. This is to ensure that data entered in the Data Capture Forms are accurate and that interpretations have no bias.

From there, the results will be used as a basis in prioritizing the LGUs programs, projects and activities for planning and budgeting purposes. This specifically aims to address the gaps identified as a result of the LGPMS and it is expected that if this is used accordingly, the LGUs status will somehow leap to a higher level of excellence.
