The Department of Agrarian Reform (DAR) and the Land Bank of the Philippines had released another P1 million interest-free loan to the Sto Tomas, Tres Reyes, Dibul and Gamis cooperative or Sto. TresDGam farmers cooperative under the DAR-LANDBANK Credit Assistance Program for Program Beneficiaries Development (CAP-PBD).

CAP-PBD is a credit program that provides credit assistance to non-bank eligible ARB cooperatives and farmers’ associations and assists them to become bank-eligible organizations.

The said amount will be re-loaned to some 33 members who applied for the interest-free loan. A total of P25,000 has been allocated for a farmer who is tilling at least one hectare of land and each of the 33 farmers can get a maximum loan of P50,000 for two hectares.

The 33 farmers are also given free crop insurance through the subsidy for DAR-PCIC program.

According to Frelita O. Bartolome, information officer, the loan is payable within 180 days but if the farmers could harvest earlier, they are given the option to pay early so they could avail of the rebates.

“This is already the seventh release of the cooperative because the members were able to maintain their good standing in their previous loans,” Bartolome said.

Aside from the P1 million loan assistance, the cooperative has an existing communal fund of P700,000 as interest earnings from its previous.

The cooperative has 91 active members. It is chaired by Jose Laroza.

The Provincial Nutrition Committee is set to launch the 2014 Nutrition Month celebration on July 3 at the Department of Education (DepEd) Conference Hall here.

Laura Matammu, provincial nutrition action officer on programs and projects, said the celebration which carries the theme, “ Kalamidad paghandaan: Gutom at Malnutrisyon agapan!” will be one of the activities during the1st Provincial Summit on Disaster Risk Reduction and Management on July 3-4.

During the launching activity, the PNC and MNC member-agencies are enjoined to hang streamers bearing the theme to create public awareness on the importance of proper nutrition and promote the importance of nutrition in times of emergencies, disaster or calamities.

There will also be flying of nutrition balloons by the provincial and municipal governments as a show of their interest to lift the nutritional status of the Quirinians.

Among the scheduled activities during the month-long celebration are distribution of ‘Nutrition in Emergency’ leaflets, information and dissemination on disaster risk reduction management and nutrition planning workshop with inclusion of disaster risk reduction programs and projects.

Luningning Pacudan, provincial nutrition officer, said it is important for every household to consider the nutritional needs of their families even in times of calamities to help prevent the occurrence of diseases caused by malnutrition.

Different kinds of disaster-resilient vegetable seeds and seedlings will be distributed to families with malnourished children to encourage them to plant in order to have a ready source of food during calamities.

A training on school based feeding program will be organized at the different municipalities to be participated by the school heads, nutrition workers from the barangays, school nutrition coordinators and other nutrition advocates.

Other activities include distribution of Vitamin A, iron supplementation and recognition of Outstanding Barangay Nutrition Scholars and BKSB Implementers.

The PNC has urged the schools to include deworming, conduct of earthquake and typhoon drills, tree planting activities and establishment of ‘gulayan sa paaralan’ projects in their programs and projects.

Thousands of motocross lovers all over the country were once again reunited in this province for the  7th  Gov. Junie E. Cua Motocross Cup on June 14-15 which was held for the first time at the Quirino Motocross Mountain.

 Gov. Junie E. Cua in his opening message, has thanked the organizers for the success of the event as he assured a more convenient motocross track for the racers and viewers during the celebration of Quirino Day in September.

 Cua said the motocross mountain which has been established in the tree plantation area of the provincial government aims to provide a more comfortable and wider racetrack for the racers and viewers.

 Also, he said it is  intended to be developed as a Motocross Mountain in a Botanical Garden, overlooking the town of Cabarroguis.

 For his part, TJ Alberto, motocross organizer thanked the provincial government for the new development saying that it is a dream come true for the Quirinians and the racers.

 The motocross  event was participated by celebrity rider Jordan Herrera and special contenders Glen Aguilar, Jovy Saulog, Bornok Mangosong, Buboy Carno and Noynoy Abraham, TJ Alberto, among others.

 Local riders who belong to the Quirino Motocross Rider’s Club and Team Quirino  also joined the race.

 The racers competed in the different categories such as Beginner Local Enduro, Beginner Production, Intermediate Class, Novice Production, Novice Local Open Enduro, Under Bone, Team Race, Pro Open and others.

 Cash prizes and certificates will be awarded to the winners during the culminating program today.

 The event is part of the province’s efforts to promote Quirino as the sports capital of the  Philippines and also in celebration of Governor Cua’s birthday last June 3. (TCB/PIA 2-Quirino)

The Department of Agrarian Reform (DAR) here  awarded recently the P30,000.00 Accidental & Dismemberment Security Scheme (ADSS) Insurance to  Eduardo M. Rivera, an agrarian reform beneficiary (ARB) of Sto.Tomas, Maddela, Quirino.

The awarding ceremony was held during the birthday celebration of Gov. Junie E. Cua at the provincial gymnasium.

Rivera  enrolled under the Agrarian Reform Beneficiary-Agrarian Insurance Program (ARB-AIP) last December 2013 for his crop insurance. In March this year, he figured in a motorcycle accident  that led  to the amputation of his right leg.

Being an ARB-AIP beneficiary, Rivera is provided with protection cover up to three hectares and up to three types of insurance coverage that includes rice and corn insurance, high-value commercial crops insurance, livestock insurance, and accident and dismemberment security scheme (ADSS).

Under the Terms and Conditions of the Certificate of Cover, partial disablement qualifies Rivera  for the 50 per cent of the principal sum. (TCB/PIA 2-Quirino)

After the launching and signing of the province’s quality manual recently by Governor Junie E. Cua, the provincial government has started its 90-day countdown to  ISO 9001: 2008.

The ceremonial signing was held during the 69th birthday celebration of the governor last June 3, 2014 at the provincial gymnasium here.

The Provincial Government- Quality Policy Manual, the written procedures, policies, checklists on how the provincial government should operate was prepared by the Quality Management System core team composed of 25 personnel from the different offices headed by Human Resource and Management Officer Villamor “Billy” Bacani.

The manual contains the guidelines for the accepted service standard which includes the six mandatory procedures such as Control of Documents,  Control of Records, Internal Audits, Control of Non-Conforming Products,, Corrective Action and Preventive Action.

The province has started its historical walk to the international certification last September  with series of orientations, trainings, consultations, brainstorming and meetings of the QMS core teams for the preparation, restructuring and polishing of the policy manual.

On January  6-10, 2014, the core team through the assistance of the DAP conducted management review to evaluate the effectiveness of the QMS which they drafted.

The final assessment was conducted to eliminate gaps and eventually prepare  for the ISO 9001: 2008 certification.

The QMS core teams had expressed optimism that Quirino province will be able to achieve its goal to be the first local government unit to be certified in Northern Luzon to be ISO 9001: 2008 certified. (TCB/PIA 2-Quirino)
