The “CARAVAN” (Comprehensive Approach in the implementation of Relevant and Accessible projects/activities/services Vital for community’s Advancement and progress through Networking of various sectoral programs) project was designed/conceptualized during the administration of Governor Dakila Carlo E. Cua (2007 – 2010) and continued by the administration of Governor Junie E. Cua with the vision, mission and goal of:

VISION : Better and Quality life for all Quirinians

MISSION : Improve the socio economic status of the populace.

GOAL : To deliver  sustainable projects, activities and services of the Provincial

Capitol right at the very door step of the populace (Dakilang Paghahatid ng Serbisyo mula sa Kapitolyo ng Quirino).
