PROVINCIAL VETERINARY OFFICE
A beautiful green province with ecolologically balance environment inhabited by empowered, God-loving citizens harmoniously existing with each other sharing the fruits of, among others, sustainable agricultural development under governance of a unified leadership.
It is the mission of the Provincial Veterinary Office to ensure fast delivery in behalf of the Provincial Governor, veterinary and other related services of provincial and national government, so as to contribute in the upliftment of the quality of life of Quirinians towards the vision of the province.
It is the ultimate goal of the Provinical Veterinary Office to deliver in behalf of the Provincial Government, veterinary and other related services to farmers so as to contribute in the upliftment of their economic status.
To promote and develop the large and small ruminants, pigs and poultry industries as immediate source of affordable meat and income of farmers.
To improve quantitatively and qualitatively the existing breeds of large and small ruminants in Quirino;
Upgrade genetic make-up of existing breed for the production of efficient and premium quality animals;
Maintain Quirino as FMD/Bird Flu-Free province and reduce incidence of priority animal diseases;
Promote animal production as entrepreneurship.
Help the Provincial Government in the promulgation of policies, plans, programs and strategies in the development of industry;
Help direct investment through choosen linkages with different lending institutions for the growth of the industry;
Provide appropriate/matured technologies on integrated farming systems generated through research;
Provide technical assistance to raisers in order to improve their productivity, to be in frontline in the control of highly contagious and deadly livestock & poultry diseases;
Implement laws & regulations for the conservation of livestock and poultry resources.
Be in the frontline in the frontline in the implementation of veterinary and other related activities in the province;
Oversees the operation of the office as a whole department of the Provincial Government.
Serves as support staff;
Takes charge of administrative matters pertinent to the functions of the office;
Keep the office clean and orderly;
Perform such other function as the Provincial Veterinarian may direct.
LIVESTOCK PROTECTION SERVICES
Protect the well-being of our animal population against diseases thru vaccination, treatment, laboratory services and quarantine activities;
Protects public health by ensuring wholesome meat thru meat inspection and slaughterhouse inspection;
Regulates the entry/exit of animals in and out the province;
Implement laws, rules and regulations enacted by the national and local government relative to the livestock industry;
Does related works as the need arises.
Monitor and evaluate programs and projects;
Collect, analyze and compile data relative to livestock industry;
Recommend measures for the smooth implementation of the programs.

LIVESTOCK PRODUCTION DIVISION
Concerns in the production/reproduction of animals thru improved breeding technology;
Oversees the transfer of technology thru farmers classes, consultations, trainings and demo farms if need be, for the upgrading of existing stocks;
Generates or verify technology geared towards the improvement of our existing stocks;
Performs such other duties as may be directed.

ANIMAL DISEASE PREVENTION AND CONTROL
RABIES CONTROL PROGRAM
a. Conducts vaccination;
b. Celebration of Rabies Awareness Month (March) through conduct of Motorcade from Diffun-Nagtipunan;
c. Information Education Campaign (IEC) thru film showing at public Elementary Schools;
d. Coordinate with cable video station owners of the province for the film showing at their local TV Channels the “Proper Care and Management of Rabies Cases” for several times;
e. Celebrate “World Rabies Day”(September) thru conduct of dog show as part of the yearly celebration of the Araw ng Quirino “Panagdadapun Festival”.
FASCIOLA CONTROL PROGRAM
a. Conduct mass deworming to large and small ruminants at barangays with cases/history of Fasciolosis;
b. Collect fecal samples to animals showing pathognomonic signs of fasciolosis;
c. Conduct fecalysis;
d. Conduct follow-up deworming to animals found positive to fasciolosis one(1) month after deworming.
HEMORRHAGIC SEPTICEMIA CONTROL PROGRAM
a. Conduct mass vaccination against hemosept.
FOOT & MOUTH DISEASE(FMD) CONTROL PROGRAM
a. Conduct FMD Surveillance;
b. Conduct FMD serological survey.
NEW CASTLE’S DISEASE CONTROL PROGRAM
a. Conducts vaccination;
ANTHRAX CONTROL PROGRAM
b. Conduct Anthrax disease surveillance
c. Collect soil samples to barangays with history of the disease particularly to the place where animals were buried, died of the disease for laboratory examination at RADDL/NADDL.
HOG CHOLERA CONTROL PROGRAM
d. Conduct vaccination.
SURRA CONTROL PROGRAM
e. Conduct Surra disease surveillance in barangays with history of the disease.
AVIAN FLU(Bird Flu) CONTROL PROGRAM
f. Conduct disease surveillance to barangays frequently visited by migratory birds any sudden or abnormal domestic poultry moratlities;
g. Conduct serological survey;Collect cloacal swab;
h. Lecture/meetings with Barangay Avian Flu Task Force;
i. Distibute of AI posters/leaflets/reading materials.

REGULATORY PROGRAM (Animal Quarantine)
q. Establishment of mobile checkpoints;

s. Regular coordination of Phil. National Police Force for having permanent checkpoints along the National Highway to assist this office to apprehend illegal animals coming from the other provinces or regions of the country.
CONSUMER’S PROTECTION PROGRAM
a. Monitoring/inspection of ambulant meat vendors;
b. Regular monitoring/inspection of slaughterhouses;
c. Regular monitoring/inspection of public markets meat stalls/”talipapas”;
d. Conduct licensing of feeds/VDAP stores;
e. Collection of Feed samples for Laboratory test;
f. Monitoring/inspection of Veterinary Drugs and Products establishments.
IMPROVE THE GENETIC MAKE-UP OF OUR EXISTING STOCKS
Barangay Livestock Breeder Loan Program
a. Regular monitoring /inspection of present animal dispersal breeder stock of the province(health condition);
b. Conduct retrieval and redispersal of animals.
CARABULL LOAN PROGRAM
a. Regular monitoring/inspection of the health and breeding condition of the carabull loan animals (Bulgarian Buffalo);
b. Regular monitoring/inspection of offspring produced.
SMALL RUMINANT GENETIC IMPROVEMENT PROGRAM
a. Conduct Information Dissemination to small ruminant raisers thru meeting about the program;
b. Accept applicants for the bull/ram loan program;
c. Evaluate, identify and endorse qualified applicants to DA-RFU 02.
ARTIFICIAL INSEMINATION PROGAM(LARGE RUMINANT)
a. Conduct meeting to pilot areas;
b. Conduct artificial insemination to animals found in heat right after pregnancy diagnosis;
c. Conduct artificial insemination to animals 3-4 days after injecting luteinizing hormone;
d. Monitor animal artificially inseminated after 18 days for return heat;
e. Reconduct pregnancy diagnosis 2-3 months after artificially inseminated;
f. Monitor calf/caracalf drop 9-10 months after artificial insemination.
a. Selection of farmer cooperator raising small ruminants no less than 10 breedable does with 1 buck if goat, 10 ewes and 1 ram if sheep;
b. Introduction of package of technology (POT) on small ruminants;
c. Regular monitoring as to health, housing, feeding, care & breeding management.
PAGKAIN NG BAYAN RANCH
a. Repair and maintenance of perimeter fence;
b. Regular monitoring of health & breeding condition of the stock.
QUIRINO BREEDING CENTER
a. Maintain the health and breeding condition of the stocks;
b. Collection of semen for artificial insemination.

1. Establishment of Laboratory room/equipments
Laboratory room with its respective facilities should be established in order to diagnose specific abnormalities/diseases within the animal. This is where laboratory examinations being conducted to avoid contaminations of specimen & gradients and to facilitate faster diagnosis comparing to time spent if specimen was submitted to the Regional Animal Disease Diagnostic Laboratory at the Department of Agriculture Regional Field Unit 02, Tuguegarao City for diagosis. At least in a short period of time we could have an initial diagnosis/findings so as to immediately administer appropriate veterinary drugs to a particular animal.
2. Additional Technology Demonstration
Technology demonstration serves as a model farm wherein package of modern, improved and appropriate technology has been practiced and adapted.
3. Establishment of breeding records (Data Bank) for every animal specie
To establish a reliable and accurate database/data bank of animal records of breedable animals of which, if a certain farmer is looking for the best productive male (bull, carabull, buck, ram, drake, etc.) to breed his female animal, the PVO can pinpoint where to locate said animal.
4. Conversion of stocks at Pagkain Ng Bayan Ranch from large ruminants to small ruminants
Large ruminants (cattle) in the ranch are becoming malnourish due to insufficient food supply generated by the ranch. Cattle needs bulk of grasses and legumes in order for them to survive and become productive. Grazing area is becoming little and little – an alternative … a goat production wherein it requires only less amount of food .
